Leslie, you are using the ¢off coupon on the item you are paying full price for; the B1G1 coupon does not offer a discount on THAT item, so there would be no fraud.
(unless, of course, the coupon states otherwise in the small print)
You cannot use a second ¢off coupon on the free item; this is where the fraud might occur.
